Welcome to the official website for the Palms of Terra Ceia Bay Community Development District (CDD). This site is funded by the CDD in an effort to help educate the general public about the services provided by the District, and to highlight the other agencies involved in the day-to-day operations of the community. Palms of Terra Ceia Bay CDD (the "District") Disclosure: Please be advised that "the District', a local unit of special purpose government created under Florida law, has constructed and is responsible for the maintenance of certain improvements, infrastructure and facilities within the community. The District financed this construction through the sale of tax-exempt bonds, a form of public financing. As a result, and in accordance with applicable federal and state law, all District owned improvements, infrastructure and facilities are and shall remain open and accessible to the general public. Should you have any questions on this matter or any other general District issue, please feel free to contact the District Manager.
HURRICANE UPDATE IN THE DISTRICT
We hope everyone is safe and well from Hurricane Milton. Our biggest priority firsthand was getting the hazardous trees off of roadways, and making sure the district was operational. Our next steps in this process are assessing damages, repairs, supply ordering, etc. We are working closely with the district vendors on Hurricane cleanup and getting the community back up to standards. SUPERVISORS’ REPORT
MAY 2025
The CDD held its regular meeting at 2PM, May 13, 2025, at the Club House.
The Proposed Budget for Fiscal Year 2026 was approved, and the Public Hearing Date for Adoption was set for August 12.
Henry Ortland spoke about the status of the pier. After a few months of working with FEMA and a local engineering firm, we have determined that about 81 piles will need to be removed, and the initial estimate for that work is about one million dollars. However, after some discussion, it was determined that if the pile spacing was wider, we could reduce the number of piles to about 35. It was also requested to install a perforated deck on the “T” to increase the flow through. In addition, we have decided to raise the end of the pier so that it would be less influenced by storm surge. The planned start date for construction is December of this year, contingent, of course, on permitting.
Amanda Ferguson, our District Manager, reported the Number of Registered Voters in the District is 536. Ethics Training for Board Members is due by December 31. We received money from the Insurance to repair the Gatehouse Roof. We have 3 bids for the roof. Samples are forthcoming and will be voted on at the next meeting.
Jorge Martelo, Edgewater Lane, expressed his concern about speeders in our community and volunteered to speak to the police chief to see if there is anything that can be done to help our community out before there is an accident.

- Thursday 8:30AM - 11:30AM (SUMMER TIME ONLY)
Please allow as much as 30 minutes for processing and obtaining a new gate pass. Gate passes are $30 each and we accept cash or check for payment. If you are a new resident, please make sure you bring your purchase or rent agreement on your first visit. We will need this in order to show that you are a legitimate resident of the neighborhood and we will make a copy of it for our files.
